JOTS states that authors are not charged publication fees.

No APCs
The journal does not charge article processing charges, submission charges, author fees, page fees, colour fees, or publication fees.
Editorial separation
Editorial decisions are separated from financial or platform considerations. Acceptance, rejection, and revision decisions are based on scholarly and editorial criteria.
Transparency
If the journal business model changes, fee information should be updated before any affected submission pathway opens.
